Is a cars towing capacity take in consideration passengers?

I have a PT Cruiser that is rated for 1000 lbs towing capacity. Is that rating include the car fully loaded? I tried to tow a 1400 trailer with nothing in my car except myself and I had problems going over 55 MPH.
